Before founding Azimuth Zero, Fadi spent almost 25 years in program, design, and construction of major projects, including over 15 years leading and managing projects with alternative delivery methods, particularly Design Build (progressive and fixed-price criteria-based)and Public Private Partnerships. Fadi’s substantial background in contract administration, design and construction management, and risk management enables him to dive into the details when needed, all while maintaining global project oversight and prioritization. Fadi’s key qualifications:
Experience with complex public projects that have multiple stakeholders and multiple authorities having jurisdiction, particularly aviation, healthcare and research projects;
Diversified skillset and project expertise spans from the conceptual planning, procurement and programming phases to construction, commissioning, and close-out;
Leading sizable teams of Project Managers, Construction Managers, Architects, and Engineers, advising on out-of-the-box design solutions, risk, quality, and constructibility;
After completing the Ventura County Medical Center Replacement Hospital (Ventura, Ca) in 2018, a $350 million Design Build Project, as Sr. Project Manager for Design and Construction, Fadi has taken on several projects at LAX in support of the Land Access Modernization Program (LAMP).
At LAX, Fadi has completed the LAX’s Intermodal Transportation Facility (West) Economy Parking Project, a $300 Million Progressive Design Build Project; Fadi is currently Element Project Manager on on the Consolidated Rent-a-Car Facility LAX, an approx. $1.6 Billion Public Private Partnership Contract. Fadi is also lead project manager on the new Intermodal Transportation Facility Auxiliary Curbs, a $235 Million Progressive Design Build Project.

Evan is a seasoned management professional bringing over 40 years of experience working with complex accounting and financial issues on major capital improvement projects, including over $1.3 billion of improvements at UC Irvine, which includes the $492 million Douglas Hospital and over 13 science and laboratory buildings.With his background and experience developed at university campuses across the country, Mr. Jansen provides valuable insight in the college and university setting. Evan’s key qualifications:
Development of capital budgets, tracking of active project budgets, preparation of monthly management reports and oversight and accounting of financial and accounting units and support of project managers and senior managers on the tracking of capital programs.
Project Controls: reviewing contract documents to ensure they meet contractual goals and objectives;
Assisting clients with monitoring of project fiscal operations and performance, reviewing financial reports and supervising fiscal performance on client projects;
Assisting the client in meeting its fiscal goals and objectives on all design and construction projects with minimum legal and financial risks and consequences.
LYNN Nagafuji-JAVIER
CONTRACTS MANAGER
Ms. Javier has over 25 years of experience in contract administration for healthcare, research laboratory, academic, residential housing and parking structure projects. She manages the contract administration process for Architect Selection, Design Builder and Subcontractor Prequalification, Request for Proposals (RFP), Bid and Award, Construction and Close Out. She is highly effective in working with Owners, Consultants, Contractors and Users to produce excellent results. Ms. Javier is an expert in all aspects of the Design Builder/Contractor solicitation/selection process as well as the Architect & Engineering (A&E) solicitation/selection process and the Professional Services solicitation/selection process.
Lynn’s key qualifications:
Development of Request for Proposals, and Review of Design Builder and subcontractor selection process
Development of legally acceptable contract documents which address complex design, phasing, funding, and liability insurance issues
Contract management to assure all requirements and schedules are met
Advise in making business decisions relating to construction contracting
Maintaining and ensuring revisions in policies and procedures for construction contracting are incorporated
